Richard was a retired manufacturing superintendent for FMC, formerly American Viscose Corp. in Front Royal, Virginia. He was also owner of the R.R. Almy Realty, Inc. in Front Royal.

Richard received his bachelor of science degree in mechanical engineering from Brown University in Providence, Rhode Island, where he was a member of Sigma Xi, an honorary science society, and was a Francis Wayland Scholar.

Richard served as president of Front Royal-Warren County Community Chest and chairman of Warren County Electoral Board. He also served as vice-president of the Board of Trustees of Warren Memorial Hospital and as superintendent of building construction of the hospital at one of the sites. He was chairman of the Warren County Electoral Board and secretary for the Board of Real Estate Equalization of Warren County.
