His biography states:
Born at the Westerly Hospital on June 30, 1953, Scott grew up in Hopkinton. The oldest of two sons of Robert Scott Hirst (1922-1994) and Ruth (Bill) Hirst. Scott's father was the longest serving Postmaster in Ashaway history.
Educated in local schools, K-12, and graduate of Rhode Island Junior College, now Community College of Rhode Island, (A.A. Liberal Arts); and University of Rhode Island (B.A. Political Science).
Currently serving his third term as a member of the Hopkinton Town Council and second term as Town Council Vice President.
Membership in many other organizations.
